Older Americans Act amendments established state and area agencies on aging.
14-county North Central Iowa Area Agency on Aging in combined planning and service areas 2 (North Iowa and 5 (North Central Iowa).  Administrative entity: North Iowa Area Community College (NIACC) in cooperation with Iowa Central Community College (ICCC).  Administrative office: NIACC campus; Field offices: NIACC and ICCC campuses.  Executive Director: Charles Andrews; succeeded by Beverly Ralston.
First meal site: Wall Lake - February 18.
Donald A. Ryerkerk became Executive Director.
First Senior Days in Mason City and Fort Dodge.
Planning and Service Area 12 (Carroll area) merged with NCIAAA to form present 20-county agency service area; field office established in Carroll.
Annural report lists Nutrition, Information and Referral, Transportation, Education and In-Home Services.
Renaissance newsletter, Preventive Health Care, Legal Services programs added.
Senior Center funding, Employment programs added.
Senior Advocacy, Well-Elderly Clinics added.
NCIAAA became free-standing, provate, nonprofit organization.

U.S. Administration on Aging recognized Elderbridge's Cerro Gordo County Continuing Care Project with its Community Achievement Award (one of only 10 awarded nation-wide.
Iowa Division of Insurance and Elderbridge recruited and trained volunteer health insurance counselors for Senior Health Insurance Information Program (SHIIP).
Lahoma N. Counts became Executive Director July 1.
Webster County Representative Payee and Cerro Gordo County CHIS (hours information/referral) pilot projects began.
Older Americans Act (OAA) reauthorized by Congress.
Began expanding Case Management Coordination into additional counties.
Iowa approved for Home Care under the Title XIX Elderly Waiver.
Agency selected as pilot site by University of Iowa Program for Assistive Technology.
Fourth White House Conference on Aging called.
Elderbridge received DNR grant to purchase meal site dishwashers and reusable meal trays.
Case Management Coordination implemented in 18 counties.
Fort Dodge office moved to downtown location on North 12th St.
Agency selected as the 1998 Governor's Waste Reduction Award Winner in the Non-Manufacturing Waste Reduction category. 
Expanded Case Management Coordination into Humboldt County.
Agency restructured and Field Managers hired and placed as supervisors in field offices.
Agency celebrated its 25th anniversary.
Case Management Coordination expanded into all 20 counties of Elderbridge's service area.
Older Americans Act reauthorized.
